The House, in a bipartisan vote, has passed a yearlong government funding measure cutting $38 billion from the budget and closing out sometimes quarrelsome negotiations between the Obama administration and Republicans. (April 14)

Republicans voting against the stand-alone resolution to defund Planned Parenthood were: Sen. Scott Brown of Massachusetts, Sen. Mark Kirk of Illinois, Sen. Lisa Murkowski of Alaska, and Sens. Susan Collins and Olympia Snowe of Maine. The same resolution passed the House earlier today by a vote of 241 to 185. Seven House Republicans voted to keep the Planned Parenthood funding, while 10 Democrats voted to eliminate it. The budget agreement completed last Friday included a deal to eliminate a “rider” attached to the must-pass funding bill that would have cut “Title X” funding for women’s health organizations that also conduct abortions . Meanwhile, the House has begun debate on the Paul Ryan Roadmap to Ruin. Suffice it to say, it’s truly annoying. Their vote on it is to take place tomorrow, but I’m having difficulty finding the actual text of the thing.

Martin O'Malley (D) has said he will sign the bill. Today's Baltimore Sun devoted sympathetic front-page coverage to illegal immigrants who now “celebrate the approval of in-state tuition for Maryland students regardless of immigration status.” “I want to be a part,” blared the front-page headline to Nick Madigan's A-1 story .

She was worried about her niece’s well-being and said there was a domestic tussle going on at the younger woman’s apartment in this hardscrabble city on New York’s Hudson River. Police headed to the apartment but by the time they got there, it was empty. Seventeen minutes later, Gilliam’s grand-nephew La’Shaun Armstrong stood shivering and soaking wet in a firehouse down the street, struggling to get the words out: His mother, 25-year-old Lashanda Armstrong, had driven their minivan off a boat ramp and into the river, taking her three other children with her. All of them died. Only 10-year-old La’Shaun survived, managing to open the driver’s window and escape the van just before it slipped beneath the surface. As the van hit the river, Lashanda Armstrong told her terrified kids, “If I’m going to die, you’re going to die with me,” NBC reported. Police were still working Wednesday night to piece together the events that led to Tuesday’s tragic plunge that killed Armstrong and three children: Landen Pierre, 5, Lance Pierre, 2, and 11-month-old Laianna Pierre. Earlier Tuesday, Armstrong appeared stressed when she picked up the children at the Young and Unique Christian Development Child Care, said Shaniesha Strange, supervisor in the infant room. “The only thing she’d say was that she was so alone,” Strange said Wednesday. “She’s a single parent. She takes great care of her kids, goes to school and works. She really needed a helping hand.” Police question the man they identified as the father of the three dead children, Jean Pierre, but did not give details. He apparently didn’t live with the mother and children and could not immediately be located for comment. Hetty Minatee, another teacher at the day care center, said Armstrong had enrolled the four children there in September. At first Jean Pierre would come in with Armstrong and sometimes would pick up the kids. “A couple weeks ago, she came in a little upset,” Minatee said. “She said, ‘Miss Minatee, I don’t want the father to pick the kids up or have any contact with them.’ She said she was trying to get a court order so he could never see the kids again.” Meave Ryan, the woman who found young La’Shaun standing by the water, shivering, said that the boy told her, “There was an argument about cheating, that his stepfather was cheating on his mother,” she said. Ryan was driving by the water when she saw La’Shaun standing there, soaking wet and waving his arms at passing cars. From the New York Times: Meave Ryan saw the boy waving his arms as she braked to a stop behind a string of cars. The other cars went on through the intersection, but she rolled down the window. “He was screaming for help,” she said. “He said, ‘My mommy just drove the car in the water.’ From Armstrong’s apartment, Lashanda would have taken a right turn onto Washington Street, site of George Washington’s headquarters during the American Revolution, and driven straight toward the river, downhill all the way. She’d be familiar with the boat launch, neighbors said. She watched fireworks over the river from the corner near her house. A half-mile drive would have gotten her there. A hard left then a quick right turn would take the van into the water. Fire Chief Michael Vatter said the vehicle went under in the 45-degree water within two minutes. A passer-by found a soaked and cold La’Shaun Armstrong along the shore and took him to a firehouse for help. “He got out of the car, got up onto the boat ramp, turned around and it was gone,” Vatter said. Divers searched for about an hour before finding the minivan submerged in 10 feet of water about 25 yards from the shore. They used a tow truck to pull it up the ramp. La’Shaun is staying with Gilliam and “doing fine,” she said. “She was a good mother. She was going through some stuff,” Gilliam said of her niece. “Nobody knows what my niece went through.” She would not elaborate. Police said there was no history of domestic violence at the address. Neighbors in the city of about 30,000 said the children seemed energetic and happy and would play on the block and ride bikes. “She was a very good mom,” said Tina Claybourne. “She took care of her kids. She always was with her kids.” Just last month, she donated money to help the family of a baby killed in a fire across the street from Armstrong’s apartment. The loss of four children in such a short time hit the community hard. Mourners created a memorial of stuffed animals and flowers at the boat ramp. The deaths were reminiscent of the case of Susan Smith, the South Carolina woman who drowned her two young sons in 1994 by sending her car into a pond. She initially claimed she had been carjacked. She is serving a life sentence. After a nine-year stint as the “Verizon guy,” as he is informally known, Marcarelli is finally opening up about his time in the spotlight as the face of Big Red. His silence, he told The Atlantic, was more or less required as part of his contract with Verizon. Since the company has informed him that the curtain will soon fall on the “Test Man” character, Marcarelli now feels comfortable speaking about the role. Before signing on as “Test Man” in 2001, Marcarelli had been a struggling actor sharing an apartment with his boyfriend and another actor friend. By 2002, he was appearing onstage at a pro football halftime show and reciting Verizon’s tagline in front of a crowd of 85,000. “Up to that point,” Marcarelli told The Atlantic, “I hadn’t played to a house larger than 99 seats.” But this celebrity would have some painful effects on Marcarelli’s personal life. According to The Atlantic, “A few months ago, he attended his grandmother’s funeral. As her body was being lowered into the ground, he heard the hushed voice of a family friend: “Can you hear me now?” Marcarelli also recounted several incidents in which neighborhood youths drove by his house and yelled homophobic taunts. Once he considered filing a police report, but changed his mind because he was unsure about exposing himself as Verizon’s “Test Man.” “I definitely think that my reticence to have any kind of persona outside of this job was that I didn’t want to be put in a position to have to answer any uncomfortable question that would affect my income stream,” he told The Atlantic. As his time with Verizon winds down, Marcarelli is distancing himself from his “Verizon Guy” persona by promoting personal creative projects and even ditching his signature black glasses. Visit The Atlantic to read more about Marcarelli’s take on life in and out of Verizon’s spotlight. To watch one of Verizon’s early “Test Man” commercials starring Marcarelli, see the video (below). They’ve been called to Washington DC to testify about how effective their state budget measures have been and how the federal government should follow in their footsteps. Press release: Representative Issa is going to use this hearing to try and sell the House Republican budget to the American people. His “experts” are going to try trot out all sorts of facts and figures to say that jobs will rain from heaven only if billionaires pay fewer taxes, businesses keep their tax subsidies and loopholes and if workers lose their right to a voice on the job. The House Republican budget puts nearly the entire burden of reducing the deficit on senior citizens, students and working families. House Republicans proved in the government shutdown debate that their budget priorities, like Governor Walker’s in Wisconsin, isn’t about creating jobs or fiscal responsibility but about ideological and political crusades. Rep. Issa is not interested in what is ailing the states; he just wants to do what he does best – paying back his corporate CEO friends and punishing his political opponents. Go ahead and click through on that image at the top. That’ll give you a sense of the number of committee members that are recipients of Koch “largesse.” Also, this. One of the witnesses on one panel is from the National Right to Work Committee. The NRWC is, of course, the far-right funded think tank (and I use the term loosely) that works solely to union-bust wherever possible. It was started with Koch funds, but it’s funded by lots of donors now, including the Bradley Foundation , the Walton (WalMart) Foundation, and others. Every respectable right-wing foundation sends about $30,000-$50,000 per year over to them. If they want to be sure they’re anonymous, they give via the Vanguard Charitable Trust ($175,000 in 2009) or Donors’ Trust. Additional testimony will be heard from the Cato Institute’s Andrew Briggs and the Heritage Foundation’s Desmond Lachman. What a panel, eh? If we were to ask these witnesses — all of them, including Scott Walker — to wear their team colors, they would all be in blue and black warmup suits with the Koch company name all over them. As an extra added bonus, here’s the story of how Scott Walker and David Prosser quietly reversed water quality regulations in the middle of the budget battle last month in order to allow Koch to dump more phosphorous in Wisconsin’s water. Wonder what that does to the taste of beer?

Continue reading …The House is slated to vote today on the budget deal struck by the president, Rep. John Boehner, and Sen. Harry Reid, but the Associated Press released an analysys Wednesday that shows that the nearly $8 billion in budget cuts the deal brokered will be almost entirely offset by increases in defense spending. The Congressional Budget Office estimate shows that compared with current spending rates the spending bill due for a House vote Thursday would pare just $352 million from the deficit through Sept. 30. About $8 billion in cuts to domestic programs and foreign aid are offset by nearly equal increases in defense spending… A separate CBO analysis provided to lawmakers but not released publicly says that $5.7 billion in savings claimed by cutting bonuses to states enrolling more children and reducing the amount of money available to subsidize health care cooperatives authorized under the new health care law won’t produce a dime of actual savings. CBO believes they are simply cuts to spending authority that is unlikely to be used anyway. But those cuts to mandatory benefit programs, while producing no deficit savings, can be claimed under budget rules to pay for spending increases elsewhere in the legislation. All told, $17.8 million in such savings is claimed but just a tiny portion of it would actually reduce the deficit . Emphasis added, of course. In light of these new facts, conservative commentators who had previously supported the deal, such as the Washington Examiner's Phillip Klein and the folks at National Review Online , have withdrawn their support. What are your thoughts on the developments?
