Russia: NKorea May Be Ready to Halt Nuke Testing

After a summit between Russian President Dmitry Medvedev and North Korean leader Kim Jong Il comes word that Pyongyang may be open to a moratorium on nuclear testing and production. But the offer was dismissed in Seoul and Washington. (Aug. 24)
