BRUSSELS (AP) — Portugal’s political crisis and uncertainty over the true scale of problems at Irish banks dominated a summit of European Union leaders that was designed to finally put an end to the region’s crippling debt crisis. The summit was going to be the day for EU leaders to give their final approval to the overhaul of their crisis strategy, including closer economic cooperation and the size and power of the region’s bailout funds.
