Depending on who you talk to, President Obama’s budget speech was either a clear statement of values and intent or a snoozefest. “Fox & Friends’” Gretchen Carlson felt it lacked the pizazz of a Paul Ryan barnburner, complete with charts, graphs and attitude to spare.
