Between haven and hell

The tone of the question was startlingly hostile – not what one expects in the hushed, tony recesses of New York’s Council on Foreign Relations, perhaps the preeminent foreign-affairs think-tank in the United States and one whose membership is a virtual “Who’s Who” of the American foreign policy elite.
