Click here to view this media Congressman Paul Ryan gave the Republican response to the President’s weekly address this weekend and I don’t have much to add that our own Nicole Belle didn’t already mention at C&L in her post on his Sunday show appearance on Meet the Press, but the Republican Party apparently wants us to take his budget proposal seriously enough that he was chosen to be their voice to respond to the President this week. So here we go with the same old “up is down, tax cuts create jobs, let’s destroy our social safety nets in order to save them and let’s send the have-mores some more money because god knows they all aren’t doing well enough already” business. Oh yeah — and the country is supposedly broke, unless you look at the hordes of cash the upper 1 percent are holding onto and not being taxed on. Ryan wants us all to be scared to death about this “crushing debt” we’re facing, but it’s funny he didn’t seem to have those same concerns when Bush was breaking the bank. Transcript via the LA Times : Hello. I’m Congressman Paul Ryan from Janesville, Wisconsin – and Chairman here at the House Budget Committee. It’s no secret our government has a spending problem –- and the problem has gotten so bad it’s threatening our future and hurting our nation’s ability to create jobs. Republicans made a pledge that we would work to change this if given the opportunity to lead. Since January, we’ve been urging President Obama to listen to the people and work with us to reduce spending. The president started this year by proposing a freeze that would make no cuts at all. But now bipartisan legislation is in sight to enact the largest spending cut in American history. This is good news for job creators in America –- but much more has to be done to put…. … our nation on a true path to prosperity. Earlier this week, the House Budget Committee advanced a new budget for the United States government that will move the debate in Washington from billions in spending cuts to trillions. We did so because it is unconscionable to leave the next generation with a crushing burden of debt and a nation in decline. Washington’s obsession with the next election has come at the expense of the next generation. We are calling this budget The Path to Prosperity, because it is more than just a budget. It is a commitment to honor the American legacy of leaving the next generation a more prosperous nation than the one we inherited. More prosperous — but only for that 1 percent. By removing the anchor of debt that weighs down our economy and advancing pro-growth tax reforms, this budget is a jobs budget. It sends signals to investors, entrepreneurs, and job creators that a brighter future is still possible – a future in which America is still an engine of growth that leads the world. Right now, that legacy is in grave danger. This nation is going deeper and deeper into debt -– and the spending choices we make today will determine the kind of lives our children enjoy tomorrow. The facts are these: Washington has not been telling you the truth about the magnitude of the problems we are facing. Unless we act soon, government spending on health and retirement programs will crowd out spending on everything else, including national security. It will literally take every cent of every federal tax dollar just to pay for these programs. The non-partisan experts have been clear about what this means: Each day that Congress fails to act, the government takes one step closer to breaking its promises to current retirees. Each year that policymakers kick this can down the road means trillions of dollars in empty promises are being made to future generations. If we stay on the current path, we are heading toward a debt-fueled economic crisis –- meaning massive tax increases, sudden cuts to vital programs, runaway inflation, or all three. Make no mistake: The prospect of a crisis is casting a shadow on economic activity in this country. Uncertainty is keeping job creators from hiring as fast as they should be. Businesses know that all this borrowing and spending today means higher taxes and lower incomes for their customers down the road. Economists agree: Advancing a credible solution to this crisis will begin to restore confidence and create better conditions for job-creation immediately. The President’s recent budget proposal is worse than just a commitment to this status quo. It would actually accelerate this country’s descent into a debt crisis. It would double the debt held by the public by the end of his term, and triple it in a decade from now. It would raise taxes by $1.5 trillion, even though the problem is that Washington spends too much, not that Americans are taxed too little. It would permanently enlarge the size of government by sending government spending as a share of the economy skyrocketing to levels that a healthy economy simply cannot sustain. And it offers no real reforms to save government health and retirement programs, and no leadership. Our budget is very different: Instead of locking in the spending spree of the last two years, our budget cuts $6.2 trillion in spending from the President’s budget over the next ten years. This keeps government spending as a share of the economy consistent with the historical average of 20 percent, so that individuals and the economy can be free. Instead of letting deficits spiral out of control, our budget keeps borrowing in check and puts us on the path to balance. Instead of adding $13 trillion to the debt over the next decade and trillions more in the years to come, this Path to Prosperity lifts this crushing burden of debt that is threatening our economy and our children’s future. It is not too late to fix America’s problems. It is not too late to get our country back on track so our kids can also realize the American Dream. We can – and we must – preserve this nation’s exceptional promise, because that is exactly what previous generations of Americans worked so hard to do for us. It is time for officials in Washington to stop acting like politicians, and to start acting like leaders. We have a legacy to fulfill. It is time for all of us to get to work, put an end to the empty promises and advance a plan to prosperity.

Sharp suspends production at its two largest LCD factories following Japanese quake

Toshiba, Hitachi, and Panasonic already said they would shutter their liquid crystal display plants for a month following the 9.0 magnitude earthquake and resulting tsunami that struck the country on March 11. Now, Japan’s largest exporter of LCD TVs ( Sharp , for those keeping notes) has suspended production at its two biggest factories, thanks to a shortage of a gas used in the manufacturing process. The Osaka and Mie plants, which have a combined capacity of 172,000 sets per month, won’t reopen until May 6, at the earliest. Until then, the company claims it has enough TVs in its inventory to last about a month. One JP Morgan Chase analyst estimates that the company stands to lose 50 billion yen ($590 million) this fiscal year due to the freeze. That all seems trivial, of course, given that more than 27,000 people in Northeastern Japan are dead or missing and the country is widening its evacuation zone, all while recovering from relentless aftershocks, including one that hit yesterday. Still, the domino effect of a strangled supply chain remains relevant to us as tech journalists, particularly if a scarcity in materials has the potential to drive up prices — and affect as many kinds of products as we think it will. Judges ‘more lenient after a break’

Prisoners are more likely to be granted parole early in the day or after a break such as lunch, according to researchers The adage that justice depends on what the judge ate for breakfast may not be far from the truth, according to a study of more than a thousand court decisions. The research, which examined judicial rulings by Israeli judges who presided over parole hearings in criminal cases, found that judges gave more lenient decisions at the start of the day and immediately after a scheduled break in court proceedings such as lunch. Jonathan Levav, associate professor of business at Columbia University , who co-authored the paper, said: “You are anywhere between two and six times as likely to be released if you’re one of the first three prisoners considered versus the last three prisoners considered.” The authors of the peer-reviewed paper looked at more than 1,000 rulings made in 2009 by eight judges. They found that the likelihood of a favourable ruling peaked at the beginning of the day, steadily declining over time from a probability of about 65% to nearly zero, before spiking back up to about 65% after a break for a meal or snack. Levav said the paper had implications for British judgments. He said: “What we’re finding here is a basic psychological effect, and there’s nothing different between the psychological effect on a British judge and an Israeli one.” The only other variables that influenced a judge’s ruling were the number of times a prisoner had been to jail and the presence of a rehabilitation programme. Other factors, such as the severity of the prisoner’s crime, prison time, sex and ethnicity tended not to exert an effect on the rulings, according to the paper, which is published in the Proceedings of the National Academy of Science . The exact reason for the shift from parole approval to a “default” outcome of denial is not clear, but the paper speculates that breaks may replenish mental resources by providing “rest, improving mood or by increasing glucose levels in the body”. Levav said: “I don’t measure the judge’s mood. I don’t measure the judge’s glucose level. It’s just a very consistent empirical regularity. “It’s a quite robust effect, and it really doesn’t matter how you cut the data you get to reproduce it,” he added. UN criticises US government over  treatment

UN torture representative suggests White House stalling his private meeting with American soldier A senior United Nations representative on torture, Juan Mendez, issued a rare reprimand to the US government on Monday for failing to allow him to meet in private Bradley Manning, the American soldier held in a military prison accused of being the WikiLeaks source. It is the kind of censure that the UN normally reserves for authoritarian regimes around the world. Mendez, the UN special rapporteur on torture, said: “I am deeply disappointed and frustrated by the prevarication of the US government with regard to my attempts to visit Mr Manning.” Manning’s supporters claim that the US is being vindictive in its treatment of Manning, who is held at the Marine base at Quantico, Virginia, in conditions they describe as inhumane. Mendez, who has been investigating complaints about his treatment since before Christmas, said the US department of defence would not allow him to make an “official” visit, only a “private” one. An “official” visit would mean he meets Manning without a guard present. A “private” visit means with a guard and anything the prisoner says could be used in the planned court-martial. Mendez pointed out that his mandate was to conduct unmonitored visits, and that had been the practice in at least 18 countries over the last six years. “Since December 2010, I have been engaging the US government on visiting Mr Manning, at the invitation of his counsel, to determine his condition,” Mendez said. “Unfortunately, the US government has not been receptive to a confidential meeting with Mr Manning.” He added: “I have since last year on several occasions raised serious concern about the conditions of detention of Mr Manning, who since his arrest in May 2010, has been confined to his cell for 23 hours a day at the Marine Corps Brig, Quantico, Virginia. I have also urged the authorities to ensure his physical and mental integrity.” He had been due to issue his statement on Friday but delayed it until after a meeting the same day with representatives of the US defence and state departments to ask them to reconsider their decision to deny him unfettered access. The officials confirmed that Manning could ask to see Mendez if he wished and, in that case, the US government would have no objection to a “private visit”, Mendez said.Mendez, an Argentinian, took over the job last year for a six-year term. Before that, he worked for the UN as a specialist in genocide. He said: “My request for a private, confidential and unsupervised interview with Manning is not onerous: for my part, a monitored conversation would not comply with the practices that my mandate applies in every country and detention centre visited.” Mendez made it clear he expected more from the US. “The United States of America has a key role in setting examples on issues concerning my mandate as special rapporteur on torture, which makes it a vital partner for engagement.” In spite of the government decision, he would still meet Manning if the detainee wished, while continuing to insist on an interview without witnesses. David Coombs, Manning’s lawyer, in a blogpost on his website, said he had been trying to organise visits by Mendez and others, including the Democratic Congressman Dennis Kucinich. “Despite multiple inquires from the defence and the interested parties, the Quantico brig and the government have denied the requests for an ‘official visit’,” he said.
