Jubilant residents of war-torn Southern Sudan lined up outside polling stations on Sunday, the first day of a weeklong referendum on the question of seceding from the northern half of the country. The vote on autonomy has been a long time coming, with the south still suffering from decades of civil war and neglect by the northern government. —JCL Al-Jazeera English: “The turnout was emotional,” Chan Reec Madut, who heads the South Sudan Referendum Bureau, said. “We have never witnessed this kind of turnout before, even during the election,” he said, referring to last April’s presidential, parliamentary and state elections. “There is singing, there is dancing, this is a day like no other in the history of the people of south Sudan.” He said the polling would continue as scheduled on Monday. A total of 3.9 million southerners have registered for the self-determination vote that may lead to the partition of Africa’s largest country. The government said police opened fire in self-defense after rioters took to destroying public buildings in the northwestern towns of Thala and Kasserine. —JCL The BBC: The deaths occurred in the town of Thala—about 200 km (125 miles) south-west of the capital Tunis—and the nearby town of Kasserine. An interior ministry statement said that in both towns, police had fired in self-defence after rioters attacked public buildings. The protests first erupted last month over a lack of freedom and jobs. The network said the ban is designed to protect children from seeing violence in prime viewing hours. —JCL The Guardian: Spain’s state broadcaster, TVE, has banned live bullfighting from its schedule, angering matadors and bullfighting fans who are already smarting over a ban in the eastern region of Catalonia. The broadcaster has decided bullfighting contravenes its code of conduct for programmes before Spain’s 10pm watershed hour, when children are no longer expected to be in front of the television. Most bullfights start at 6pm or 7pm, and the TVE director general, Alberto Oliart, said that meant they fall into children’s viewing hours – when violence to animals cannot be shown. Continue reading …President Obama has signaled that he will give the United States Commerce Department the authority over a proposed national cybersecurity measure that would involve giving each American a unique online identity. Other candidates mentioned previously to head up the new system have included the NSA and the Department of Homeland Security, but the announcement that the Commerce Department will take the job should please groups that have raised concerns over security agencies doing double duty in police and intelligence work. So anyway, what about this unique ID we’ll all be getting? Well, though details are still pretty scant, U.S. Commerce Secretary Gary Locke, speaking at an event at the Stanford Institute, stressed that the new system would not be akin to a national ID card, or a government controlled system, but that it would enhance security and reduce the need for people to memorize dozens of passwords online. Sorry, Locke, sounds like a national ID system to us. Anyway, the Obama administration is currently drafting what it’s dubbed the National Strategy for Trusted Identities in Cyberspace, which is expected at the Department of Commerce in a few months. We’ll keep you posted if anything terrifying or cool happens.
