You know I’m not a deficit hawk in any way, but the CBO released a study that shows if Congress does pass the DREAM Act, it would save us $1.4 billion over ten years. This just in — a new Congressional Budget Office (CBO) estimate of the DREAM Act shows that the legislation would increase revenues by $2.3 billion in the 2011-2020 period . After accounting for spending: CBO and JCT estimate that enacting the bill would reduce deficits by about $1.4 billion over the 2011-2020 period.The House is expected to vote on the common-sense measure next week. According to Frank Sharry, Executive Director of America’s Voice: The new CBO estimate adds to what we already know. The DREAM Act is an important means of strengthening our economy , bolstering our military , and upholding American values of community, opportunity, and hard work. Both parties and both chambers of Congress should act to pass it immediately. Why does this matter? Because Republicans are screaming that they won’t vote for any legislation that doesn’t cut the federal deficit. Well, here’s your chance, so pass the damn bill. As bad as OFA has been, they’ve finally stepped up and asked for help in making calls to those senators who are showing signs of cowardice. It seems the U.S. is worried of Mexico’s fight against narcotraffickers, describing its army as “slow and risk averse” and the climate of “official corruption” widespread. —JCL The BBC: The US is concerned that the Mexican army is failing in its fight against drug cartels, according to diplomatic cables released by Wikileaks. A cable sent by the US embassy in Mexico City in January 2010 described the army as “slow and risk averse.” It said troops were not trained to patrol the streets or gather evidence to convict those detained. Official data now put the country’s jobless rate at 9.8 percent, a .2 percent bump since October and a world away from economic recovery. —JCL The LA Times: In a major setback for the economy, the nation’s jobless rate jumped to 9.8% in November as employers added a surprisingly measly amount of new jobs over the month, the government said Friday. The unemployment rate had been at 9.6% in the prior three months. The increase last month came as employers added just 39,000 jobs in November—a sharp drop-off from a revised 172,000 job gains in October and an average monthly gain of 86,000 this year. Many analysts were expecting that the report would show a second strong month of job growth, on the order of 150,000 or more new jobs. And there have been other signs that the long-sluggish labor market may be gaining momentum. Continue reading …An NGO report has found that key UN climate negotiations are institutionally biased against poorer nations, specifically that lesser developed countries are less able to send delegates to meetings and often time cannot understand what is being discussed at the talks. —JCL The Guardian: The UN climate negotiations are weighted heavily against the poorest countries, who cannot send delegates to key meetings, often do not understand what is being said and are unable keep up with the decisions being taken in their name, a report by an NGO that promotes fairness in the negotiations has found. While rich countries have sent more than 150 delegates each to Cancún, more than half of the countries in the world have fewer than five representatives, with 26 countries having only one or two. For every 100m people living in Africa there are three negotiators – the equivalent figure for the EU is 6.4. According to the report, based on research by campaign groupUNfairplay, countries must be at as many as six meetings at the same time to follow the talks which are “cryptic”, “untransparent” and “opaque”. According to a story filed late Wednesday , Cheney will be indicted in a Nigerian bribery case as part of an investigation into an alleged $180 million bribery scandal. “Last week, Nigeria arrested at least 23 officials from companies including Halliburton, Saipem, Technip and a former subsidiary of Panalpina Welttransport Holding AG in connection with alleged illegal payments to Nigerian officials. Neoliberalism, the strategy of economic governance that relies on free market capitalism and the opening of barriers to foreign direct investment, is the most-favored mechanism by many multilateral organizations to “fix” broken economies. —JCL ctv.ca The Spanish government has approved a package of new austerity measures and economic stimulus that it hopes will ease investor fears about its debt. The moves include selling off nearly third of its national lottery, partially privatizing airports, cutting a jobless benefit and trimming taxes for small companies. The measures were agreed to at a weekly cabinet meeting Friday. Spain, which has soaring unemployment and a swollen deficit, is battling to convince markets it can handle its debt and won’t need a bailout from the European Union and International Monetary Fund like Ireland and Greece. I’m taking a break from the Opening Bell this morning to write a letter to the Democratic Party. OK, guys, here’s the deal. The House yesterday passed an extension of the middle-class tax cuts and only the middle class tax cuts. Lookit : The House on Thursday passed a bill that would extend the Bush-era tax cuts only to the middle class, a mostly symbolic measure that nonetheless allows Democrats to draw a contrast with Republicans on the issue. The bill passed by a 234-to-188 vote, with 20 Democrats bucking their party to oppose the measure and three Republicans voting in favor. The proposal would extend the Bush-era tax cuts only to individuals earning $200,000 or less per year and families earning $250,000 or less. The bill stands little chance of passing in the Senate, where Republican leaders have vowed a filibuster. “Regardless of what the majority forces House Republicans to do, it’s not going to go anywhere,” Senate Minority Leader Mitch McConnell (R-Ky.) told reporters Wednesday night. “We are going to extend the current tax rates; we’re not going to raise taxes on anybody. The only thing we’re discussing now is just how long that extension will be.” OK, now here’s where the tricky part comes in. You guys have the GOP right where you want them. If they want to filibuster, you need to say, “Go ahead.” And once they do, you blanket the airwaves and repeat, non-stop, the following message: “The House has already voted to keep taxes low for 98% of Americans. Senate Democrats are eager to pass this extension as well because the last thing we want to do is raise taxes on 98% of the country in this economy. But the Republicans won’t give us an up-or-down vote. They would rather see everyone’s taxes go up if it means that Paris Hilton and LeBron James might not be able to buy their ninth houses.” Or even more simply: “The GOP is holding your tax cuts hostage because they want Paris Hilton to be able to afford another pool.” Guys, this is a layup. I’m begging, begging, begging you to not eff this up. The GOP will eventually cave on this as they don’t want to be responsible for everyone’s taxes increasing in January. This is your chance to make these guys eat a giant crap sandwich and come out of it on top. Please, please, please do the right thing. Demand an up or down vote on the middle class tax cut extension. That is all. UPDATE : Just after I typed up this post last night, I came across this : The White House isn’t overly impressed with Nancy Pelosi’s rapid passage of a measure permanently extending tax cuts only for middle-class earners – or by reports that a deal with the GOP on the cuts is imminent. In a statement seemingly intended to douse the entire Hill in cold water, White House press secretary Robert Gibbs faintly praised Democrats’ passage of the extension for families making $250,000: “The President continues to believe that extending middle class tax cuts is the most important thing we can do for our economy right now and he applauds the House for passing a permanent extension.” He quickly added: “But, because Republicans have made it clear that they won’t pass a middle class extension without also extending tax cuts for the wealthy, the President has asked Director Lew and Secretary Geithner to work with Congress to find a way forward. Those discussions started just yesterday and are continuing this afternoon.” Hill Democrats were unimpressed and said Gibbs’s statement only served to reinforce their fear that the administration had already given up the idea of challenging the GOP to vote for the middle-class cuts – or let all of them expire by the end of the year. But if a deal is really in the offing, Gibbs warned that it would come later rather than sooner. That does it. Obama needs to face a strong primary challenger. And no, I don’t care if it costs the Democrats the White House in 2012. Obama had a golden opportunity to have an actual victory — the first he’s had since he killed that fly back in 2009 — and he’s flushing it down the crapper. We cannot have this guy representing us anymore. He is too weak to lead.

Continue reading …Michele Bachmann’s Tea Party Caucus claims to be anti-earmark, but in the 111th Congress, that same group requested and took $1 Billion in earmarks. Via the National Journal : Bachmann and 13 of her Tea Party Caucus colleagues did not request any earmarks in the last Fiscal Year, according to CAGW’s annual Congressional Pig Book. But others have requested millions of dollars in special projects. Rep. Robert Aderholt (R-Ala.), for one, attached his name to 69 earmarks in the last fiscal year, for a total of $78,263,000 . The 41 earmarks Rep. Rodney Alexander (R-La.) requested were worth $65,395,000. Rep. Todd Tiahrt (R-Kan.) wanted $63,400,000 for 39 special projects, and Rep. Rob Bishop (R-Utah) wanted $93,980,000 set aside for 47 projects. Rep. Denny Rehberg (R-Mont.) takes the prize as the Tea Partier with his name on the most earmarks. Rehberg’s office requested funding for 88 projects, either solely or by co-signing earmarks requests with Sens. Max Baucus (D) and Jon Tester (D), at a cost of $100,514,200. On his own, Rehberg requested 20 earmarks valued at more than $9.6 million. More than one member can sign onto an earmark. Still, there are 29 caucus members who requested on their own or joined requests for more than $10 million in earmark funding, and seven who wanted more than $50 million in funding. The stupid thing about this whole earmark debate is that the funds are already allocated and they’re going to be spent. All these representatives are doing is carving out part of the allocation for their district. If they were serious about earmarks, they’d step up one tier and change the way the budget allocations are done. And while Michelle Bachmann did not request any earmarks, let’s not forget that her family and many others in her state benefit from farm subsidies , which are much more valuable than earmarks.
