Herman Cain’s 9-9-9 tax plan has helped shoot him to the top of some recent polls of the Republican presidential race. But now Cain looks to be making some changes to it. The plan imposes a 9 percent personal income tax, in addition to a 9 percent sales tax and a 9 percent corporate income
