TRIPOLI, Libya — The rebels who unseated Col. Muammar el-Qaddafi said Sunday that they had captured Bin Jawwad, a strategic eastern hamlet that has in the past been a stumbling block on their path toward Surt, the fugitive dictator’s hometown and one of his last strongholds.
