WASHINGTON – Rejecting President Obama’s policy in Libya, the House in a bipartisan vote Friday rejected a resolution that would have for the first time officially authorized U.S. military action there. But the House then voted down a more aggressive rebuke of Obama: a proposal to strip away part of the funding for the Libyan campaign.
