By INGRID ARNESEN And MIKE ESTERL PORT-AU-PRINCE, Haiti—Hundreds of thousands of earthquake-displaced Haitians, still living in tents and under tarps, hunkered down in makeshift homes Friday as a hurricane threatened to push their Caribbean nation’s humanitarian crisis into a new phase of misery. Tomas strengthened into a hurricane overnight, with maximum sustained winds early Friday near 80 mph (130 kph). The National Hurricane Center in Miami says some additional strengthening is expected.
